Clashes escalated in the Nagorno Karabakh region between the Armenian and Azeri armies, with reciprocal attacks to take control of the cities of Fuzuli, Gabriel and Tatar. While there were a number of dead and wounded on both sides, the two sides exchanged accusations of violating international laws and attacking civilian targets.

Dozens of people have been killed and hundreds injured since clashes erupted between Azerbaijani and Armenian forces on Sunday, in the worst fighting in the region since the 1990s.

For his part, Armenian Prime Minister Nikol Pashinyan accused Turkey of providing military support to Azerbaijan.

Pashinyan confirmed the presence of Turkish military officials in Azerbaijan to direct the ongoing military operations in the Nagorno Karabakh region.

He called on the international community to condemn what he described as the aggression of Turkey and Azerbaijan, indicating that this threatens the existence of the Armenian people, according to him.

On the other hand, the President of Azerbaijan, Ilham Aliyev, denied the participation of Turkish “F-16” fighters in the battles of the Nagorno Karabakh region, and denied the presence of Syrian fighters in the region.

The Azerbaijani president said that Turkey is not a party to the conflict between Azerbaijan and Armenia, and that Turkish support for Azerbaijan is limited to moral support only.

On the other hand, Aliyev rejected any possibility of holding talks with Armenia regarding the region, describing the Armenian demands as unacceptable.

aTo withdraw is the solution
In a related context, Turkish Foreign Minister Mevlut Cavusoglu said, “The only solution to the problem of the Nagorno Karabakh region between Azerbaijan and Armenia is the withdrawal of Armenia from the Azerbaijani lands it occupied.”

During his visit to the Azerbaijani embassy in Ankara, Davutoglu added that the decisions of the United Nations, the European Council and the European Organization for Security and Cooperation on the integrity of the Azerbaijani soil are clear, and if Armenia does not withdraw, the issue will not be resolved.

In turn, Russia called on all its partners, especially Turkey, to do their utmost to persuade the warring parties in Nagorny Karabakh to cease fire and return to a peaceful settlement by political and diplomatic means.

The Russian presidency said in a statement, “Moscow is in constant contact with Ankara, Yerevan and Baku at various levels regarding developments in the situation in Nagorny Karabakh.”

She added that Russia’s position, which she described as balanced, towards the conflict in the disputed region, allows it to play a mediating role to settle the dispute.

In its statement, the Kremlin said that any statements about providing military support to one of the parties to the conflict in Nagorno Karabakh add fuel to the fire, and that Moscow strongly rejects it, according to the statement.

US Secretary of State Mike Pompeo urged Armenia and Azerbaijan to cease hostilities.

He said during a visit to Crete, “I and the (Greek Foreign Minister, Nikos Dendias) discussed the conflict in Nagorno Karabakh. There is a need for the two sides to stop violence and work with the countries that co-chair the Minsk Group, and return to substantive negotiations as soon as possible.”

An emergency session
In conjunction with these developments, the UN Security Council will hold, on Tuesday, at the request of European countries, an emergency closed meeting to discuss developments in Nagorny Karabakh.

The sources said that the meeting will be held around 9 pm GMT, at the request of Belgium, following an initiative by Germany and France.

Since Sunday, Estonia, a non-permanent member of the Security Council, has insisted that the council meet to discuss the situation in the region. According to the same diplomatic sources, Britain joined the European request.

According to diplomats, the Security Council may issue a statement at the conclusion of the meeting, and in the event that this is not possible, since the Council’s statements are not issued except by consensus, then the European member states of the Council can issue a statement representing them alone.
